Buying to Remodel or Add an ADU on Santa Cruz's Westside: Coastal Permitting, Costs, and What to Check Before You Offer

Introduction

Much of the Westside's housing stock is older, and a lot of buyers here are looking at a home for what it could become as much as for what it is today. That's where my background comes in: I've spent decades in Santa Cruz real estate, and my husband's company, Hansmann Construction, has worked on Westside homes for years. Full disclosure: you are never required to use Hansmann Construction, and I'm glad to introduce you to other licensed local contractors. What follows is the practical picture I walk buyers through before they make an offer on a home that needs work.

Start With the Coastal Zone Question

Before you fall in love with a floor plan, find out whether the parcel sits in the Coastal Zone. In the Coastal Zone, many projects (additions, larger remodels, and sometimes ADUs) require a coastal permit in addition to a standard building permit, and some smaller projects may qualify for an exemption or exclusion. Which applies depends on the parcel and the scope of work, not on the neighborhood name.


  • Check the City of Santa Cruz's official Coastal Zone map for the specific address. [CONFIRM current map link and City Planning contact before publishing.]

  • Ask whether the existing home was built with a coastal permit. A home without one may not qualify for the same exemptions.

  • Build permitting time into your plan. Coastal review can add steps and notice periods that a project a few blocks inland doesn't have. [ADD: typical timeline range from City Planning or Hansmann Construction's recent Westside experience.]

Adding an ADU

California law and the City of Santa Cruz both allow accessory dwelling units on many residential lots, which makes an ADU a real option for some Westside buyers. The details that matter most:


  • Number and type of units allowed on a single-family lot. [CONFIRM current City of Santa Cruz rule: one ADU plus one junior ADU is my understanding.]

  • Size, height, and setback limits for detached versus attached versus conversion ADUs. [ADD current City standards with link.]

  • Parking. In many cases no new parking is required, but coastal areas can be an exception. [CONFIRM for Westside parcels with City Planning.]

  • Permits. Expect a building permit and, if the lot is in the Coastal Zone, a coastal permit as well.


An ADU can add flexibility, whether for guests, family, or rental income, but rental use has its own rules and tax considerations. Talk with your own tax and legal advisors before counting on income.


Financing a Purchase Plus Renovation

If you plan to renovate right after buying, ask lenders early about renovation-financing options, which fold purchase and improvement costs into one loan, such as Fannie Mae's HomeStyle program and FHA 203(k). Whether they fit a Westside purchase depends on the total loan amount against the current Santa Cruz County loan limit ($1,249,125 for a one-unit conventional loan in 2026 [CONFIRM against FHFA county list]) and on the lender, since jumbo renovation products vary widely. Some buyers also plan to renovate with cash reserves or a home-equity line after closing. A lender can tell you which path works for your numbers.

What to Inspect on an Older Westside Home

A standard inspection is the starting point. On older homes, I also encourage buyers to look at:


  1. Foundation and sill plates, including moisture and pest damage

  2. Drainage and grading around the home

  3. Electrical and plumbing age, including panel capacity for a future ADU or kitchen remodel

  4. Permit history, since unpermitted additions or conversions can affect both your plans and your insurance

  5. Roof and structural condition against your intended scope


A general contractor's walk-through before you remove contingencies can turn a vague worry into a real number.
